FPS Not Matching After Converted to Movie

So, I wanted to post a work in progress of the animatic I’m creating and I noticed that the FPS dropped or wasn’t copied the same since only the first few seconds of the animatic matched up with the song I’m using. At first the project was at 10fps, but I later changed it to 12fps and fixed the places where it wasn’t synced to the music. Could that be why it’s not synced up as a movie, but is fine as a project? It’s kinda confusing and frustrating that that’s what happens. 

When I went to go post the wip on Insta, I doubt this is you guys’ fault, but it made the syncopation even worse. Is there a way to fix this or prevent it from happening?

Is this happening with any project or only the one? Please create a completely new project and draw something simple, is the issue the same?

It seems to only happen when I'm making the animation into a movie from the menu. When I made it into a movie from the studio, everything seemed to sync up
