Annoying bug. iOS13 related?

I recently updated to iOS 13 on iPad and have been experiencing a bug whenever I copy and paste frames outside of the frame viewer. 9 times out of 10 when I create a new frame or paste a new frame the options menu moves around from frame to frame, empty or full. Is this due to the release of iOS 13 or a bug in a recent update? Nevertheless I’m hoping to see it fixed soon.

Can you please elaborate on the problem a bit more? What do you mean by "options menu moves around from frame to frame"? 

Do you mean that when you create a new frame or paste copied frame focus shifts to that new frame, correct? If that is the case then it is how it is supposed to be, it is not a bug.

In the FlipaClip application, there is the frame viewer at the bottom of the screen where you can see the audio track, the frame you are on, and the frames before and after. If you hold down on your current frame, a menu pops up above that frame which allows you to delete the frame, copy and paste the frame, or create frames around that one, right? When I use this menu on my current frame to copy and paste or create a new frame, it will appear above the frame I’m on and move to other frames on the viewer completely randomly but still only apply to the current frame.
